Michigan preemption bill, HB 4035, was written by out of state pit bull lobbyists from Best Friends Animal Society. This bill would have stripped the authority of local units of government to enact or enforce local safety laws pertaining to pit bull type dogs. The bill passed the Michigan House in an 88-13 vote. The bill went to the Senate Committee on Local Government and passed that committee as well. Miraculously, the bill was never called for a full vote of the Senate so HB 4035 is DEAD for now! We suspect they will resurrect the bill next year under a different number.
Best Friends Animal Society and other pit bull promoting groups have been attempting to pass this same bill in Michigan for 6 years. It is unconscionable that an out of state animal rights group is writing Michigan bills and our elected officials are so very susceptible to lobbyists demands.
It’s truly a shame that pit bull promoters don’t seem to understand that Breed Specific Legislation or Breed Safety Laws (BSL) would HELP the pit bulls by requiring their owners to maintain them responsibly (i.e., mandatory spay/neuter, registration, proper containment, etc).
Our safety advocates write letters and call legislators to give them facts and data about the epidemic of pit bull attacks on people and animals. We provide medical studies that prove pit bulls present too great a threat to the public to pass bills that would compromise community safety. Our safety advocates deserve a commendation for their hard work and perseverance in speaking Truth to power. We will always stand with the victims of dangerous dog attacks, both human and non human.
