HB 4035 is on its way to a vote of the full House of Representatives after passing both the Committee on Local Government and now the House Ways and Means Committee. The substitute H-1 is a description of what the bill cannot deny municipalities.
All of the legislators on both the Committee on Local Government as well as the House Ways and Means Committee were given letters in opposition of the bill, victim impact statements, victim photographs, medical data and statistics. They were also reminded that the Michigan Constitution prescribes a policy of strong local control. Yet, it still passed. Remember this at election time.
